…then how come we only have the evaluation contest once a year?

Getting an evaluation at the district conference is up to the speaker. It should always happen.
I totally agree Rob.
I was thinking more of a verbal evaluation as part of the proceedings so that everyone could learn. Speakers would benefit at a minimum from a manual evaluation.
